For thousands of years creatures have existed in the shadows that people would whisper about. Things like vampires, werewolves, and witches. To preserve themselves they tried so hard to stay hidden away.
In 2012 that all changed. The world didn't end like everyone thought it would, but the world that everyone knew, or thought they knew died. No one is exactly sure what caused the sudden desire to step out of everything that they were familiar with. A large group did it though and made themselves known to the world. Things were thrown into chaos and panic in the months following, but as more and more stepped out of the shadows, people began to realize that they were everywhere. Friends. Neighbors. Politicians. Even a branch of the British monarchy came out as coming from a long line of werewolves.
So governments met. They made decisions about what to do about these newfound creatures. With their large numbers becoming more obvious, they didn’t want to risk war. Not to mention, their ancestors had tried that. Research into the subject soon proved that very few of that actual supernaturals were killed in their literal witch hunts. It was usually the innocent that ended up on the wrong end of the rope. So rules were put into place. The same ones that applied to everyone else.
Don’t kill

Vampires were to get their blood from blood banks. Though, it quickly became clear that many wanted to volunteer themselves to the task. Clubs became popular. Ones where women and men sold themselves to vampires to provide a meal (Killing is not allowed). Even an adult industry became popular (Literal vampire porn).
Werewolves were much the same. All known werewolves have to take precautions to protect the public from their other forms. Turning is allowed, but a person has to want it (and there’s a process, you know the government. Making everything a damn process).
Of course, like with anything. There are the bad vampires or the renegade wolves. They can do things that are against the law, but like with anything run the risk of being caught and imprisoned or killed. With supernaturals being known, they now have ways of holding them, when they may not have before.
Some cities have been more accepting than others of the newly discovered inhabitants. Vegas is one of those cities. Already known as the city of sin. It isn’t a stretch to add in some of the most successful bloodhouses in the world into the mix.
