Everyone knows that when you compete in the Hunger Games, there's a 23/24
chance that you're going to die. Or at least, that's what everyone thinks. In reality,
when that canon blows, the tributes are still alive; but just barely.
They are taken back to the Capitol, nursed back to health, and turned into Avoxes
once their appearance has been altered.Their job is to look over the new tributes for
the Hunger Games, and of course, to serve the President.
This was a secret until a few months ago, right before the 60th Hunger Games. Now,
everyone (even people from Districts 1 and 2) are reluctant to be chosen for the
games. They're running away to wherever they can, and while some of them are
caught, others have made it past the boundaries of Panem.
A new district, 14, has been created, and they plan to free all the tribute-turned-avox. The problem is, how do you get the victims to share their secrets if they
cant talk?
